Nothing is more depressing to put time and energy into a project that dissapoints. When blind baking, often the bottom crust doesn't cook as quickly as the sides. I often remove the fillings and foil at recommended cooking time, then bake an additional 3-4 minutes to allow the bottom to bake thoroughly. As for your muffins, do you butter the tops? That may help. Also, I sympathize for you because Louisiana has such a high humidity level which I'm sure doesn't help. I hope this is a help to you though. Good Luck!
